They need an intact head on the key, as well as clearance between head and flywheel to work.

I'll stick with my wedge. Far better with a stuck key than a puller.

I welded some threaded bar around the key, used a 4" piece of pipe against the fly wheel, braced across it and screwed it out. Lots of penetrating oil and hammering and it let go,
