Default Rise and Fall table saw

Snow prevented me from going to the sale in Ledbury on Saturday so I went to a local sale instead and came back with this interesting pulley driven rise and fall sawbench that I thought would look good with an engine. Unfortunately someone has removed the nameplate and I wonder if anyone knows who made it?
I believe there should be a guard over the top of the saw and there are two bolt holes on one corner of the table that might be for it.
I assume the rod operated hook mounted halfway up the pedestal is for changing from fast to loose pulley but again I can't see how it works as the rod only turns or pushes through the pedestal and doesn't seem to have any sideways movement, is there something missing here too.
