Default Villiers engine identity

Does anyone know anything about the C28 engine? this one seems to be a late engine possible from the tie up with Norton? this one is fitted to a Generator, would this have a Tapered Shaft? any idea of HP or CC? Plonker

It's 256cc and continuous rated 4hp at 3000rpm, sorry, don't know about the shaft.
