You would be best using a compound rather than sand and cement if it's only an inch thick, also wouldn't recommend doing it that way if the shed is made of wood. (Just saying, yours is tin)

Sounds like a lazy starter, had that on a tractor once, everything checked out OK but it was sluggish to start, new starter cured that.
